A new monument sign went up this spring at the corner of Woodfield Road and Main Street. For most of 2026 it marked a building nobody could walk into. The Damascus Library at 9701 Main Street closed at 6 p.m. on Friday, January 31, 2025. Montgomery County Public Libraries (MCPL) originally expected it to stay closed for 20 to 22 months. The work stayed within that estimate. MCPL has scheduled the ribbon cutting and reopening ceremony for Saturday, November 14, 2026, at 10am.
Of all the planned changes to downtown Damascus, the library is the only one that's finished. Everything else on Main Street is still being drafted. The streetscape design, the update to the 2006 plan and two projects on Ridge Road all move forward over the next two years. Residents get their main chance to weigh in starting this winter.
What Reopens on November 14
The project covers more than the library. The county's closure announcement said the renovation includes the library, the senior center that shares the building, and the common areas between them. According to that release and MCPL's project updates, the work includes:
- New flooring, paint and furniture, plus a new customer-service desk
- Study and collaboration rooms with new doors and a more open layout
- An all-gender restroom and ADA upgrades
- Some new windows, roof repairs and HVAC improvements
- Masonry repairs and new insulation on the outside of the building
- New lobby flooring and the monument sign at Woodfield and Main
Much of the late-stage work happened out of sight. MCPL's June update describes testing every building system, from the basement boilers to the security and fire alarms. In September, the Fire Marshal inspected the fire protection systems, and electricians moved a bank of lighting switches to where staff can reach them. In August, furniture was arriving and shelves were going in. Those are the kinds of steps that come right before a building opens.
Until Then, the Library Lives on Oak Drive
For a few more weeks, library business still runs through the Damascus Community Recreation Center at 25520 Oak Drive. You can return items to the MCPL returns box outside the building or at any of the 20 other MCPL branches. Weekly storytime and the monthly book discussion groups meet at the Recreation Center for now. Dates and times are on the MCPL events calendar for Damascus. It's also the place to check if the November 14 schedule changes, since the ceremony hasn't happened yet.
How a Weekend Festival Turned Into a Plan
The library work was a county facilities project. The next change to Main Street started with residents.
On October 19 and 20, 2024, Montgomery Planning closed off part of Main Street for the Damascus Placemaking Festival. For two days it tried out temporary public spaces and streetscape ideas, and it drew more than 2,000 participants. The after-action report credits local groups with gathering feedback and supporting the event, including the Damascus Heritage Society Museum, the Damascus Lions Club, the American Legion, the Senior Center, school PTAs, Arena Graphics and Ruppert Landscape. Three themes came out of that feedback: pedestrian pathways, trees and plantings, and public places to gather.
That feedback now has money behind it. Montgomery Community Media reported on October 9 that the Maryland Department of General Services gave Montgomery Planning a $100,000 grant for a Damascus Streetscape Improvement Plan. The plan will look at wider sidewalks, street trees, pedestrian lighting, seating, bicycle accommodations and accessibility. The grant came through Senate Bill 283. State Sen. Katie Fry Hester led the effort, with support from Sen. Craig Zucker and County Councilmember Dawn Luedtke. Planning Director Jason K. Sartori told the outlet that "this grant is a direct result of that community energy and engagement."
The money covers community input, transportation analysis and design. It doesn't pay for construction, and no construction funding or timeline has been announced. Separately, the county's Upcounty Regional Services Center received a $50,000 Main Street Maryland grant for the area. So far, Main Street has funding for a design but not for building it.
The Streetscape Plan Rides on a Bigger Rewrite
The streetscape plan won't move on its own schedule. Montgomery Planning is preparing it together with the Damascus Main Street Sector Plan Amendment. Planning staff will work with the Montgomery County Department of Transportation, the Maryland State Highway Administration and a consulting team, and the Planning Board will review the streetscape plan as part of the amendment.
The amendment is the bigger of the two. Montgomery Planning added it to its FY27 work program because the 2006 Damascus Master Plan no longer reflects current needs for growth, housing and infrastructure. Here's the schedule posted on the sector plan project page:
| Phase | Posted timing |
|---|---|
| Scope of work and plan preparation | Fall 2026 |
| Community engagement and visioning | Winter 2026 to Spring 2027 |
| Preliminary recommendations | Summer 2027 |
| Working draft | Fall 2027 |
| Planning Board public hearing and review | Winter 2028 |
| County Council hearing, Council and County Executive review | Spring to Summer 2028 |
| Sector plan adoption | Fall 2028 |
The engagement window is the second row, and it opens this winter. The posted schedule doesn't list any meeting dates, open houses or surveys yet. Staff are still writing the scope and meeting with community members. The streetscape project page and the Damascus e-letter are where those dates will be posted.
Ridge Road Isn't Waiting for 2028
The new plan isn't scheduled for adoption until fall 2028. Projects on Ridge Road are moving through review now, and two of them stand out.
The first is already approved. On March 26, 2026, the Planning Board approved a conditional use for a car wash at 26203 Ridge Road on the site of a former bank. MoCo Show reported that the plans call for a wash building of about 4,000 square feet, 18 vacuum stations, reuse of part of the old bank space, and limits on operating hours.
The second is still pending. The Burdette Property application by Olympus Real Estate proposes a 107-unit multifamily building of four stories or less on a 4.73-acre site at 26134 Ridge Road. Planning documents list the 2006 Damascus Master Plan as the governing plan and the site's zone as Commercial Residential Town. The applicant asked for more time to respond to review comments on fire access, stormwater, public open space, parking, landscaping, lighting, recreation, architecture and site layout. The county's development tracker shows the application as pending, with a Planning Board decision scheduled for January 28, 2027.
That date falls inside the engagement window. The biggest pending project on Ridge Road is set to reach the Planning Board under the 2006 plan while the public conversation about the plan that replaces it is just getting started.
The Dates on the Calendar
